Rationale
In the WASC Action Plan of 2007, Goal 1 called for the development and implementation of a shared governance process. Tasks included a reform of the shared governance structure to ensure balanced and appropriate representation of all stakeholders; the creation of protocols for each governing group; strategies for the solicitation of participation from all student and parent populations; and establishing and maintaining effective communication among groups. This proposed structure represents the first step in completing the first task of reforming the shared governance structure.

Shared governance at Albany High School consists of the following bodies: School Site Council, Instructional Improvement Council (IIC), Department Chair Council, Faculty Council, PTSA, Associated Student Government (ASG)

Goal 1 - Evaluate existing security and safety conditions and establish systems and procedures to mitigate problems.
Action Steps
- Reestablish full time security aide position to replace School Resource Officer
- Collaborate with Albany Police Department to evaluate security conditions and implement appropriate security improvements.
- Evaluate and redesign Crisis Response Handbook, train staff in necessary procedures
- Update video cameras to increase resolution, add cameras in critical areas currently not covered, and improve accessibility to video for Vice-Principals and security aide.
Goal 2 - Students in English Learner, Special Education, and “achievement gap” populations will improve academic proficiency by at least 5 percentage points in each subject area as measured by STAR.
Action Steps
- Each department will establish “Essential Standards”, accompanying rubrics, and develop benchmark and other formative assessments aligned with the essential standards that will aid teachers in monitoring student progress and intervening in critical areas.
- Further develop use of Data Director data management system across disciplines as repository of essential standards benchmark data.
- By June 2010, each department will have at least one benchmark assessment per quarter.
- Implement instructional strategies that will support all student populations as well as target groups in the areas of reading comprehension and critical thinking and use student performance and observation data to determine student need and expected levels of achievement. Provide coaching and support for staff to implement teaching strategies (team teaching, mentoring, etc.)
- Design and implement “Essential Standards” intervention strategies to ensure proficiency in each of these minimum skill areas i.e. targeted instruction in reading and writing, numeracy, online course options.
- Improve communication with “achievement gap” families and facilitate their access to school resources in support of their students.
- Examine presence of “culturally biased” instruction and program at Albany High School through surveys, focus groups and other means and develop recommendations for improvement. Provide planning time for all departments to develop these intervention strategies.

Goal 3 - Expand and improve upon the variety of options available to students to meet their own educational needs.
Action Steps
- Continue institutional support of small learning community structures - Renewal program at 9th grade, Connect and EDSET at 11th and 12th grades
- Design and implement 10th grade transition programming, such as college and career exploration program to help students make choices that are aligned with real world possibilities, 9th/10th grade looping, etc
- Establish and make available independent study procedures that are in accordance with District policy and AHS Essential Standards requirements
